Community Mobilizer-Union Level, EARN Project

YPSA invites applications from qualified, competent, and enthusiastic Bangladeshi nationals for the following position under the Empowering and Accelerating Resilience for NEETs Growth (EARN) Project, implemented by the Department of Youth Development under the Ministry of Youth and Sports, funded by Government of the People’s Republic of Bangladesh, and in partnership with Save the Children.

Job Title: Community Mobilizer-Union Level, EARN Project

Job Location: Banshkhali Upazila/Sitakunda Upazila/Mirsharai Upazila of Chittagong district/Moheshkhali upazila/Ramu Upazila of Cox’s Bazar district.

Duration: 18 months

Supervisor: Upazila Manager

Purpose: The Community Mobilizer will be responsible for fostering strong community engagement by conducting outreach to parents, community members, and employers to encourage broad-based participation and ownership of project activities by sharing information about the project. The role aims to shift negative gender stereotypes, attitudes, and behaviors, and to promote positive social norms that support NEET (Not in Education, Employment, or Training) women. By raising awareness and addressing social constraints, the Community Mobilizer will help create an enabling environment that facilitates women’s access to education and employment opportunities.

Key Responsibilities

Community Outreach and Engagement

  • Conduct regular outreach within assigned unions to raise awareness about the EARN Project’s objectives and activities.
  • Mobilize community members, including parents, youth, women, employers, and local influencers, to ensure broad participation and ownership.
  • Organize and facilitate community meetings, courtyard sessions, and awareness campaigns

Promoting Positive Social Norms and Gender Equality

  • Facilitate dialogue and sensitization sessions to address harmful gender stereotypes and social barriers affecting NEET (Not in Education, Employment, or Training) women and girls.
  • Promote community-level understanding and support for female participation in education and employment.
  • Encourage male involvement and buy-in to create a supportive and enabling environment.

Stakeholder Coordination

  • Build strong relationships with local government representatives, school authorities, religious/community leaders, employers, and other key stakeholders.
  • Coordinate with local institutions and service providers to refer and link project participants to relevant training, services, and opportunities.

Participant Identification and Support

  • Assist in identifying and enrolling eligible youth, especially NEET women, in project-supported training programs.
  • Follow up with participants to monitor attendance, retention, and challenges. 

Event and Activity Facilitation

  • Support planning and implementation of union-level project events such as job fairs, parent meetings, career sessions, and exposure visits.
  • Help coordinate logistics, venue arrangements, and participation.

Documentation and Reporting

  • Maintain accurate records of mobilization activities, engaged participants, and community interactions.
  • Submit regular field reports, success stories, and updates to the project team in a timely manner.
  • Collect feedback from community members and participants to support adaptive project management.

Quality, Safeguarding, and Accountability

  • Ensure activities comply with Child safeguarding, PSEA and accountability policies and procedures of the organization.
  • Promote meaningful participation of young women and ensure activities are inclusive and culturally appropriate.
  • Support community feedback mechanisms and follow up on issues raised by participants.

Gender – Roles & Responsibilities:

  • Supporting the supervisor to ensure positive working environment for women and men.
  • Supporting the supervisor to ensure a workplace free of any types of discrimination and identity-based violence.

Required Qualifications and Experience:

  • Minimum five (5) Years of experience working in the field of community engagement, social mobilization of development project in any NGOs/relevant agency.
  • Education qualification minimum S.S.C pass
  • Extensive professional knowledge on community dynamics, leadership structure, cultural sensitivity and inclusivity for promoting an enabling environment and responsiveness.
  • Good background and skills in facilitating training, awareness sessions, meeting, and or community-based events.
  • Ability to work under pressure and stay with community.

Core Competencies and Skills

  • Demonstrated expertise in social outreach within village and union-level contexts, ensuring inclusive participation and local ownership.
  • Proven capacity to facilitate dialogue sessions, courtyard meetings, and awareness campaigns addressing gender norms, social barriers, and inclusion of NEET women and girls.
  • Stakeholder engagement competency, building and maintaining strategic relationships with local government bodies, educational institutions, religious leaders, employers, and service providers.
  • Ability to identify, enroll, and support vulnerable youth—particularly NEET women—through structured follow-up, retention tracking, and referral mechanisms.
  • Event coordination and facilitation skills, including planning union-level activities such parent meetings, career guidance sessions, and exposure visits.
  • Knowledge of safeguarding, Child Protection, PSEA, and accountability frameworks, ensuring compliance in all field-level activities.
  • Strong communication and interpersonal skills in Bangla (verbal and written. Proficiency in the native Chatgaiyan dialect will be considered an added advantage.
  • Commitment to gender-sensitive programming and fostering a discrimination-free, safe working environment for women and men.

Monthly Consolidated Salary: BDT 10,833/-
