Accounts and Admin Officer, EARN Project

YPSA invites applications from qualified, competent, and enthusiastic Bangladeshi nationals for the following position under the Empowering and Accelerating Resilience for NEETs Growth (EARN) Project, implemented by the Department of Youth Development under the Ministry of Youth and Sports, funded by Government of the People’s Republic of Bangladesh, and in partnership with Save the Children.

Job Location: Chattogram/ Cox’s Bazar.

Duration: 27 months

Supervisor: Deputy Director (Finance) – YPSA

Key Responsibilities:

Finance Management and operation

  • Manage day-to-day financial operations at the project office.
  • Maintain accounts, ledgers, vouchers, and supporting documents in compliance with YPSA and donor financial policies.
  • Prepare monthly, quarterly, and annual financial reports and submit them to Deputy Director (Finance)-YPSA and donor.
  • Ensure timely disbursement of staff salaries, vendor payments, and advances with proper documentation.
  • Support the Project Coordinator in budget preparation, financial monitoring, and expenditure tracking.
  • Maintain and update inventory records, fixed assets register, and procurement documents.
  • Oversee administrative operations, including office management, logistics, travel, and coordination with vendors/suppliers.
  • Assist in organizing meetings, workshops, and training events, ensuring logistical and financial arrangements.
  • Ensure compliance with audit requirements and provide necessary documents to internal and external auditors.
  • Maintain strict adherence to organizational values, safeguarding policies, and ethical financial practice.

Quality, Safeguarding, and Accountability

  • Ensure activities comply with Child safeguarding, PSEA and accountability policies and procedures of the organization.
  • Support feedback mechanisms and follow up on issues raised by participants, YPSA management, Auditor and donor.

Required Qualifications and Experience:

  • Master’s degree in Accounting, Finance, Business Administration, or related discipline
  • At least 7 years of experience in accounts and administration in NGOs/development sector.
  • Strong knowledge of financial systems, budget management, and reporting.
  • Experience in procurement, logistics, and administrative management.
  • Proficiency in MS Excel, Word, PowerPoint, and accounting software.
  • Excellent communication skills in Bangla and English.

Monthly Consolidated Salary: BDT 43,333/-
