Terms of Reference for hiring an individual consultant

YPSA is seeking an individual consultant for the following project.

Project Title: Harm reduction and Opioid substitution therapy (OST) Service package for male and female People Who Inject Drugs (PWID)

Background of YPSA

The youth community makes up half of the world’s population. With a view to creating worldwide awareness about this youth community and to ensure youth participation in development programs, the UN General Assembly on 3rd November 1978, according to its resolution no. 33/7, declared the years 1981-90 as Youth Decade and 1985 as International Youth Year. Being inspired by the spirit of International Youth Year some socially conscious youths of Sitakund Upazilla under Chattogram District of Bangladesh began to motivate and organize the youth community to establish a development organization. In this way, on 20th May 1985 by active initiation of the socially conscious youth, a social development organization called YPSA (Young Power in Social Action) began its course of participation in the development process.

Project Description

The HIV prevalence is low among general populations (<0.01%), though key populations at risk of HIV (KPs) particularly PWID are disproportionately affected by HIV. The government has committed to contain HIV transmission and minimize its impact to end AIDS by 2030 as per the SDGs, yet external grants are diminishing due to economic evolvements. In this context, under the 4th Health, Population and Nutrition Sector Program (HPNSP) of ASP, MoHFW launched the project in collaboration with icddr,b and its partner YPSA and Caritas Bangladesh, titled ‘’Harm reduction and opioid substitution therapy for male and female people who inject drug’’ that has been implemented since December 2021 and continued up to June 2022 which has been extended up to June 30, 2023.

General objective

To minimize the spread of HIV and the impact of AIDS on the individual, family, community, and society, working towards Ending AIDS in Bangladesh by 2030.

Specific objectives:

  1. To increase the identification of PLHIV and to prevent new HIV infections among the PWID in selected district of the country providing standard service packages
  2. Reduced needle/syringe sharing among the target population
  3. Identification of STIs and abscess among the population and treat accordingly
  4. To provide universal access to treatment, care and support services for the people living with HIV among the PWID/ DUs for ensuring essential HIV services
  5. To ensure treatment and rehabilitation for the DUs/ PWID through effective referral with relevant department
  6. To strengthen the coordination mechanisms and management capacity at different levels to ensure an effective national multi-sectoral HIV&AIDS response especially treatment and rehabilitation

Scope of Work

An individual Consultant is required to providing support to the implementing partner of SP-26 project named YPSA at the level of planning, policy advice and putting appropriate mechanism for the successful implementation of the project activities.

Specifically, the consultant will be responsible for the following tasks

  • Coordinate/liaison with the AIDS/STD program and other government and non-government stakeholders for smooth implementation of project activities
  • Coordinate/liaison with directors of medical colleges hospitals, superintendents of districts hospitals for smooth implementation of project activities.
  • Assist project team for management, operation, implementation and monitoring the project

Institutional Arrangement

The Consultant will be working under the direction and supervision of the project management team of YPSA.

Deliverables

Submit activity report on a quarterly basis to the YPSA

Duration of Work

The duration of the consultancy is of 5 months/ up to June 30, 2023. The starting date is upon contract signature.

Duty Station: YPSA Dhaka office. However, the Contractor will be required to report regularly and be present for meetings when need be.

Qualifications

Required Title: Consultant

The Individual Consultant should possess the following minimum qualifications:

  • Academic Qualifications: a. MBBS with Master’s Degree in Public health or relevant subject.
  • Years of Experience: a.  Minimum 10 years experiences in the management of government health programs. b. One year working experience at senior level in the field of HIV and AIDS sector will be a plus.
  • Competencies: a. Good communication skills b. Proficiency in English speaking and writing; c. Demonstrated analytical Skills d. Teamwork

Scope of Price Proposal and Schedule of Payments

  • The anticipated start date for this role is 1st February 2023 with up to 100-person days throughout the project over a 5 months period.
  • Consultancy Fee: 6000 BDT/Day
  • Daily remuneration “All Inclusive”
  • Applicable VAT and Tax will be deducted at source
  • Activity Report must be submitted by the Contractor –to be provided.

Period/Duration: February 01, 2023 to June 30, 2023
