Program Officer – Campaign and Inclusion
Young Power in Social Action (YPSA) <www.ypsa.org>, established in 1985 (International Youth Year) is an organization for sustainable development working in Dhaka Division, Sylhet Division, Chattogram Division including Chittagong Hill Tracts, Cox’s Bazar. YPSA is going to implement a project titled “BLUE PRISM – Building Links for Upstream-downstream Engagement – reducing Plastic Litter in Rivers and promoting Integrated & Sustainable Management”.
Summary of this Project
This is a multi-country initiative being implemented in Bangladesh and Nepal to address plastic pollution through upstream–downstream collaboration, improved plastic pollution monitoring, inclusive circular-economy and waste-management models, and plastic reduction innovations in the tourism sector. The project is funded by the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), Germany, based on a decision of the German Bundestag, with Bauhaus-Universität Weimar (BUW), Germany, as the lead organization.
In Bangladesh, Young Power in Social Action (YPSA) is a key implementing partner and will lead Work Package 1 (Multi-level Capacity Development Network) and contribute substantially to WP2 on plastic pollution monitoring, WP3 on social business models for circular and inclusive plastic waste management, and WP4 on plastic reduction and avoidance innovations in tourism.
YPSA will implement activities particularly in Chattogram and Cox’s Bazar, working with government institutions, municipalities, communities, private-sector actors, tourism businesses and informal waste workers to promote evidence-based, inclusive and sustainable solutions to plastic pollution.

Job Purpose
The Program Officer will lead and coordinate awareness, knowledge-exchange, crowd-innovation and public engagement campaigns while ensuring meaningful participation of women, informal waste workers, marginalized groups and other relevant stakeholders. The BLUE PRISM proposal places strong emphasis on knowledge exchange and awareness campaigns, crowd-innovation campaigns, inclusive waste management, gender equality and meaningful participation of marginalized groups. WP1 includes stakeholder engagement, training, exchange programs, crowd-innovation campaigns and knowledge/awareness campaigns.
Key Responsibilities
- Develop and implement campaign and communication plans under WP1.
- Coordinate knowledge-exchange and awareness-raising campaigns.
- Organize crowd-innovation and community engagement campaigns.
- Develop campaign messages and materials on plastic pollution, waste reduction, recycling, reuse and sustainable consumption.
- Engage communities, youth, women, informal waste workers, tourism businesses, local government and private-sector stakeholders.
- Facilitate stakeholder consultations and participatory events.
- Promote women’s leadership and participation in project activities.
- Support formation/strengthening of waste-worker platforms and inclusive stakeholder networks.
- Ensure meaningful participation of marginalized groups in project planning and implementation.
- Integrate gender, diversity, disability and social inclusion considerations into campaigns.
- Support safe participation and prevention of harassment, GBV and retaliation.
- Coordinate community-level inclusive consultation processes as appropriate.
- Produce campaign stories, social-media content, newsletters, brochures and other communication materials.
- Support stakeholder-specific exchange programs between Bangladesh and Nepal.
- Document campaign achievements, participation and lessons learned.
- Coordinate with the M&E Officer to capture campaign results and indicators.
- Support policy advocacy and public engagement activities.
Educational Qualification
- Postgraduate degree in any discipline.
Required Experience
- Minimum 5 years of relevant experience in community mobilization, advocacy, communication, social inclusion, gender or development programming.
- Experience implementing awareness/campaign activities.
- Experience working with women, youth, informal workers and marginalized communities.
- Experience in environmental, climate, plastic pollution, waste management or social transformation programs will be considered as advantage.
- Experience in digital/social-media campaigns will be an advantage.

Monthly Salary: BDT 61,600, along with other benefits, including group insurance coverage and festival bonus, as per policy.
