Program Organizer (Construction)

YPSA has been implementing the “ECW-MYRP-II ” project in the Rohingya and Host Communities in Cox’s Bazar. This is a Consortium Project and Save the Children is the Grantee and Consortium Lead of the project. YPSA is going to expand its education activities at different Camps at Teknaf & Ukhiya Upazila in Cox’s Bazar. YPSA is committed to accessing more Adolescent Girls through implementing a Community-Based Learning Facility (CBLF) as well as a Learning Centre (LC) and Teach to Transform Activities under the ECW Top-Up Fund in Cox’s Bazar.

Job Title: Program Organizer (Construction)

Duration:  Up to February 2025

Job Responsibilities:

The position is responsible for planning, designing, and overseeing the construction and maintenance of concrete infrastructure and renovation of the Learning Center (LC), Training Center (TC), and Community Based Learning Facility (CBLF) at different camps in Cox’s Bazar. It requires a clear understanding of engineering design, studying maps, drawing and blueprints, calculating costs for labor, and materials, liaison with Govt. and non-govt. related stakeholders, environment-friendly construction, reporting, and documentation. The position also requires knowledge and awareness about gender-responsive and sensitive approaches, and human rights-based approaches as well as to be respectful of the local context, values, and norms of the community. S/he must have networking and liaison capacity to strengthen different networks with GoB and local/national/ international NGOs.

Key responsibilities include (not limited to)

  • Infrastructural Development of Training Centre, Learning Centre, and Community-Based Learning Facilities
  • Daily Basis monitoring ongoing LC/CBLF construction/repairing work at the field level.
  • 100% field oriented.
  • Vendor and labor/mason/carpenter orientation about detailed work before starting work.
  • Daily labour & Warehouse Management.
  • Determine the LC/CBLF construction and interior costs by calculating labor, material, and related costs.
  • Produce engineering documents by developing construction specifications, plans, and schedules.
  • Assist the HR department in going through the bidding process and hiring sub-contractors.
  • Oversee and regularly monitor the work to be done by sub-contractors and ensure quality output of their doings.
  • Ensure that the construction work complies with legal requirements and health and safety.
  • Make sure that overall assignments run smoothly, and structures are completed within budget and on time
  • Strengthening Network
  • Provide support to explore the opportunities linking with Government official
  • Ensure the approval of LC/CBLF from Government stakeholders (like CiC, RC, UNO, Executive Engineer of LGED, etc.)
  • Maintain effective coordination with the project team members
  • Initiative to make accountable the district-level duty bearer to ensure support for the GBV survivors
  • The Construction Associate will be directly reportable to the Program Coordinator and will be required to report daily.

Required Educational Qualification and Experience

  • Diploma in civil engineering from any reputed institution.
  • A minimum of 2 years of Engineering experience in construction and infrastructural development.
  • Have CAD and AutoCAD proficiency and Design skills
  • Have experience in Site development, Database design, Planning, and Legal Compliance
  • Experience in social development/humanitarian response programs is preferable.
  • Excellent interpersonal communication and collaboration skills especially with Government stakeholders.
  • Adaptable and able to work under pressure
  • Strong communication skills in both verbal and written in English and Bangla
  • Computer skills in CAD and AutoCAD, MS Word, Excel, and PowerPoint Develop short and long-term program strategies and budgets under the priority
  • Conceptual skills and Problem-solving skills
  • Orientation to gender sensitivity.
  • Ability to work under extreme pressure and meet deadlines.

Monthly consolidated Salary: BDT. 33,600/- (Thirty three thousand six hundred)
