Project Coordinator, EARN Project

Young Power in Social Action (YPSA) (www.ypsa.org) is a non-governmental organization working for sustainable development in the Greater Chattogram Division since 1985 (International Youth Year). YPSA invites applications from qualified, competent, and enthusiastic Bangladeshi nationals for the following position under the Empowering and Accelerating Resilience for NEETs Growth (EARN) Project, implemented by the Department of Youth Development under the Ministry of Youth and Sports, funded by Government of the People’s Republic of Bangladesh, and in partnership with Save the Children.

Supervisor: Project Focal Person

Duration: 24 months

Purpose: The Project Coordinator will be responsible for overseeing and managing the implementation of the EARN Project. This includes leading, supervising and coordinating vocational skills training activities, ensuring effective collaboration with government agencies (particularly DYD), local stakeholders, and partner organizations. The Project Coordinator also will be responsible to manage all the project activities at a specific Upazila. The role entails administrative, technical, and managerial oversight of all training centers operating in the assigned Upazila. The ideal candidate will bring prior experience in vocational training institute management and a strong background in youth development, skills training, and community engagement.

Key Responsibilities

Program Implementation & Coordination

  • Lead and coordinate the project and project team members, ensuring timely implementation of vocational skills training programs in alignment with project objectives.
  • Develop project plan, project report and budget as per requirements
  • Manage and maintain effective working relationships with partner
  • Lead and coordinate all project activities at assigned Upazila
  • Manage and maintain effective working relationships with district and Upazila-level government bodies (including DYD), local government representatives, community leaders, and consortium partners.
  • Facilitate the selection and orientation of beneficiaries, trainers, and community-level stakeholders in line with project guidelines.
  • Ensure integration of gender equity, inclusion, and climate sensitivity across all activities of the project.

Training Center Management

  • Oversee, guide and supervise the day-to-day operation and administration of vocational training centers of all the project areas including the assigned Upazila.
  • Monitor training quality, trainer performance, trainee attendance, and facility maintenance.
  • Support the recruitment and supervision of instructors in coordination with the technical team and ensure adherence to TVET standards.
  • Ensure availability and proper utilization of training materials, tools, and equipment.

Monitoring, Evaluation, and Reporting

  • Ensure accurate and timely data entry into the MIS online portal as the first point of data generation.
  • Maintain proper documentation of beneficiary records, training progress, meeting minutes, and other key documents.
  • Support regular monitoring and evaluation processes to assess training quality, employment outcomes, and overall program effectiveness.
  • Prepare and submit periodic reports (weekly/monthly/quarterly) to the regional office or project coordination team.

Stakeholder Engagement & Representation

  • Represent the project at District and assigned Upazila-level coordination meetings, workshops, and other stakeholder forums.
  • Facilitate community engagement by collaborating with local government representatives, community-based organizations, and civil society actors.
  • Host and support visits from donor representatives, government officials, and other key stakeholders.

Administrative & Financial Oversight

  • Ensure proper use of project resources and sound financial management for the project.
  • Implement procurement and logistical processes in compliance with project and donor guidelines.
  • Uphold transparency, accountability, and value-for-money principles in all aspects of program delivery.

Gender – Roles & Responsibilities:

  • Supporting the supervisor to ensure positive working environment for women and men.
  • Supporting the supervisor to ensure a workplace free of any types of discrimination and identity-based violence.

Required Qualifications and Experience:

  • Bachelor’s or master’s degree in Sociology, Social Work, Anthropology, Development Studies, or any other relevant discipline.
  • Minimum 5 years of experience working in youth development, with at least 3 years in the skills training/TVET sector.
  • Proven experience in managing vocational training institutes, preferably at the community level.
  • Strong experience in government liaison, stakeholder coordination, and program management at district and Upazila.
  • Proficiency in data management and familiarity with online MIS systems.
  • Demonstrated leadership, communication, and team management skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Excellent written and oral communication skills in English and Bangla.
  • Good computer literacy in MS Office programmes (specifically Word, Excel, PowerPoint, and Outlook).
  • Proven ability to manage multiple tasks and prioritize work in a fast-paced environment.
  • Willingness to travel extensively in the field.

Monthly Consolidated Salary: BDT 47,667/-
