YPSA invites applications from qualified, competent, and enthusiastic Bangladeshi nationals for the following position under the Empowering and Accelerating Resilience for NEETs Growth (EARN) Project, implemented by the Department of Youth Development under the Ministry of Youth and Sports, funded by Government of the People’s Republic of Bangladesh, and in partnership with Save the Children.

Job Location: Banshkhali Upazila/Sitakunda Upazila/Mirsharai Upazila of Chittagong district/Moheshkhali upazila/Ramu Upazila of Cox’s Bazar district.
Duration: 24 months
Supervisor: Upazila Manager
Purpose: The Center In Charge will be responsible for the overall management, security, operations, and data protection of the Village Level Training Center (VLTC) under the EARN Project, ensuring its effective and efficient functioning.
Key Responsibilities
Center Management and Operations
- Ensure smooth day-to-day operation of the Village Level Training Center (VLTC).
- Maintain cleanliness, organization, and functionality of the center, ensuring it remains a welcoming and safe environment for all participants.
- Oversee scheduling and coordination of training sessions, meetings, and other center activities.
Facility and Asset Management
- Maintain an updated inventory of all training center equipment, learning materials, and digital devices.
- Ensure proper usage, upkeep, and security of all center assets.
- Report any maintenance needs, damages, or losses in a timely manner.
Data Protection and Documentation
- Ensure secure collection, storage, and management of participant data in compliance with data protection guidelines.
- Maintain accurate records of training attendance, resource usage, and community engagement activities.
- Regularly update project databases and support monitoring and reporting efforts.
Security and Safety
- Implement and monitor security measures for the physical infrastructure, equipment, and data within the center.
- Ensure fire safety and emergency protocols are in place and followed.
- Maintain a safe and inclusive space, especially for women and marginalized groups.
Stakeholder Coordination
- Coordinate with trainers, project staff, local government representatives, and community stakeholders to facilitate effective center operations.
- Act as the primary point of contact for the center within the local community.
Community Engagement
- Promote awareness of the center and its activities within the community to encourage participation.
- Support outreach activities to engage youth, women, and other target groups in the training programs.
Reporting and Communication
- Provide regular updates and reports to the project management team on center operations, challenges, and success stories.
- Assist in collecting feedback from participants and trainers to support continuous improvement of training programs.
Quality, Safeguarding, and Accountability
- Ensure activities comply with Child safeguarding, PSEA and accountability policies and procedures of the organization.
- Promote meaningful participation of young women and ensure activities are inclusive and culturally appropriate.
- Support community feedback mechanisms and follow up on issues raised by participants.

- Supporting to ensure positive working environment for women and men.
- Supporting to ensure a workplace free of any types of discrimination and identity-based violence or harassment.
Required Qualifications and Experience:
- At least three (3) years’ experience as an office in charge in the development sector such as education/vocational training program.
- Educational qualification minimum H.S.C pass
- Experience in managing educational or training programs, especially within rural or subdistrict areas, can be advantageous.
- Familiarity with the community, culture, and challenges specific to the sub-district or rural area is often highly beneficial.
- Expertise on support to line manager for arranging meetings and overseeing the daily work at center and support instructors and learners for collecting/restoring materials in the training center.
- Good communication skills, both verbal and written (Bangla), to effectively interact with learners, staff, local authorities, and community members (If required).
- Skills in managing resources to ensure the smooth functioning of the training center.
Core Competencies and Skills
- Demonstrated competency in training center management, including oversight of daily operations, scheduling, and service delivery in rural contexts.
- Practical expertise in facility, asset, and inventory management, ensuring proper utilization, maintenance, and security of equipment and learning resources.
- Experience in supporting monitoring, reporting, and database management to ensure accurate tracking of attendance, activities, and performance indicators.
- Resource management skills to ensure efficient use of financial, physical, and human resources within the center.
- Demonstrated capacity for community mobilization and outreach, promoting inclusive participation of youth, women, and marginalized groups.
- Strong facilitation and communication skills in Bangla (verbal and written), with working knowledge of English preferred.
- Proficiency in Microsoft Office applications and basic digital tools for reporting, communication, and data management.

Monthly Consolidated Salary: BDT 14,083/-
