Upazila Job Placement Officer, EARN Project
YPSA invites applications from qualified, competent, and enthusiastic Bangladeshi nationals for the following position under the Empowering and Accelerating Resilience for NEETs Growth (EARN) Project, implemented by the Department of Youth Development under the Ministry of Youth and Sports, funded by Government of the People’s Republic of Bangladesh, and in partnership with Save the Children.

Job Location: Banshkhali Upazila/Sitakunda Upazila/Mirsharai Upazila of Chittagong district/Moheshkhali upazila/Ramu Upazila of Cox’s Bazar district.
Duration: 24 months
Supervisor: Upazila Manager
Purpose: The Upazila Job Placement Officer will play a key role in supporting post-training employment outcomes for youth participating in vocational training programs under the EARN Project. S/he will be responsible for identifying wage and self-employment opportunities, building strong linkages with private sector employers, and facilitating career guidance, internships, apprenticeships, and job placement services. The officer will also engage in labor market analysis to support sustainable employment and enterprise development strategies for project beneficiaries. Candidates with direct experience in job placement for vocational graduates will be prioritized.
Key Responsibilities
Employment Linkage & Coordination
- Identify potential employers, industries, and enterprises—including those near EPZs, EZs, HTPs, STPs, and IZs—that can offer employment or internships to vocational training graduates.
- Establish and maintain strong working relationships with private sector employers, trade associations, chambers of commerce, and sector experts.
- Facilitate Memoranda of Understanding (MoUs) or placement agreements with employers to secure placement and internship opportunities.
- Act as a liaison between training centers and employers to align graduate profiles with labor market demands.
Job Placement Services
- Conduct individualized support sessions for graduates, including career counseling, CV/resume preparation, job application assistance, and interview preparation.
- Organize and facilitate job matching activities, employer-learner meetings, and interview sessions.
- Track graduate employment status and maintain up-to-date placement records in the MIS system.
- Provide post-placement follow-up support to both employers and placed graduates to ensure retention and satisfaction.
Labor Market Analysis
- Conduct localized labor market assessments to identify skill gaps, employment trends, and opportunities beyond traditional trades.
- Gather insights from private sector stakeholders on emerging job roles, industry-specific skill requirements, and potential for self-employment.

Events and Engagements
- Plan and organize local and district-level job fairs, career expos, and entrepreneurship conferences in collaboration with the Upazila Manager and DYD.
- Mobilize participation of employers, sector specialists, and other stakeholders in employment promotion events.
- Support exposure visits, networking sessions, and other initiatives aimed at enhancing graduate-employer engagement.
Mentorship and Career Guidance
- Provide structured mentorship to graduates during and after their training period.
- Support graduates in exploring career paths, setting employment goals, and developing soft skills required in the workplace.
- Promote self-confidence, adaptability, and professionalism among trainees through career development workshops and mock interview sessions.
Quality, Safeguarding, and Accountability
- Ensure activities comply with Child safeguarding, PSEA and accountability policies and procedures of the organization.
- Promote meaningful participation of young women and ensure activities are inclusive and culturally appropriate.
- Support community feedback mechanisms and follow up on issues raised by participants.

Required Qualifications and Experience:
- Bachelor’s degree in business administration (preferably with a major in Management), Development Studies, or other relevant fields.
- Minimum 5 years of experience in youth employment promotion, job placement, or private sector engagement, with at least 2 years focused on vocational training graduates.
- Proven track record of successfully facilitating wage employment, internships, or apprenticeships in coordination with industries and enterprises.
- Strong understanding of labor market trends, private sector hiring practices, and skills demand.
- Excellent interpersonal, networking, and communication skills.
- Proficiency in data management, documentation, and reporting tools (including online MIS systems).
- Ability to work independently and collaboratively in a dynamic field environment.
- Fluency in Bangla and working knowledge of English.

- Proficiency in monitoring, documentation, and reporting, including maintaining placement records and tracking employment outcomes in MIS systems.
- Strong facilitation, networking, and interpersonal skills to engage employers, graduates, and stakeholders effectively.
- Knowledge of safeguarding, Child Protection, PSEA, and accountability standards, ensuring compliance in all employment and engagement activities.
