Upazila Enterprise Development Officer, EARN Project

YPSA invites applications from qualified, competent, and enthusiastic Bangladeshi nationals for the following position under the Empowering and Accelerating Resilience for NEETs Growth (EARN) Project, implemented by the Department of Youth Development under the Ministry of Youth and Sports, funded by Government of the People’s Republic of Bangladesh, and in partnership with Save the Children.

Job Location: Banshkhali Upazila/Sitakunda Upazila/Mirsharai Upazila of Chittagong district/Moheshkhali upazila/Ramu Upazila of Cox’s Bazar district.

Duration: 24 months

Supervisor: Upazila Manager

Purpose: The Upazila Enterprise Development Officer will be responsible for promoting self-employment opportunities for EARN Project graduates by supporting the establishment and growth of youth-led micro and small enterprises. The role includes conducting enterprise needs assessments, delivering business development services, organizing mentorship and incubation programs, and providing ongoing coaching and follow-up to ensure sustainable outcomes. The Officer will work closely with training centers, private sector actors, local institutions, and relevant stakeholders to build a robust enterprise support ecosystem at the Upazila level. Candidates with hands-on experience in enterprise development activities targeted at vocational school graduates will be given priority.

Key Responsibilities

Enterprise Development Support

  • Provide tailored business coaching, mentoring, and advisory services to vocational training graduates aspiring to establish micro or small enterprises.
  • Facilitate the development of business plans in line with local market demand and trainee competencies.
  • Support the organization and delivery of enterprise development training, including sessions on financial literacy, business management, marketing, and risk management.

Incubation and Mentorship

  • Design and implement local enterprise incubation and mentoring programs during the startup phase of youth-led businesses.
  • Facilitate mentorship networks involving experienced entrepreneurs, trade experts, former GoB officials, market actors, and NGO/CSO representatives.
  • Monitor progress of incubated enterprises and provide hands-on support during the critical early stages of business operations.

Needs Assessment and Market Linkages

  • Conduct enterprise and market needs assessments to identify viable business opportunities, demand-driven trades, and potential value chains.
  • Assist beneficiaries in identifying and establishing supply chains, distribution channels, and customer networks.
  • Promote access to raw materials, tools, and services necessary for sustainable enterprise operations.

Events and Stakeholder Engagement

  • Organize and facilitate entrepreneurship-related events, including Upazila-level entrepreneurship conferences, workshops, and business fairs.
  • Showcase successful youth-led business models and share best practices through case studies and local forums.
  • Foster linkages with financial institutions, MFIs, government support programs, and relevant market actors to facilitate access to capital and business development services.

Monitoring and Documentation

  • Track and document progress of self-employed graduates and maintain updated enterprise profiles in the project MIS system.
  • Collect case studies, impact stories, and lessons learned from the field to inform project adaptation and scaling.
  • Prepare periodic reports on enterprise development activities and submit them to the regional/project coordination teams.

Quality, Safeguarding, and Accountability

  • Ensure activities comply with Child safeguarding, PSEA and accountability policies and procedures of the organization.
  • Promote meaningful participation of young women and ensure activities are inclusive and culturally appropriate.
  • Support community feedback mechanisms and follow up on issues raised by participants.

Gender – Roles & Responsibilities:

  • Supporting the supervisor to ensure positive working environment for women and men.
  • Supporting the supervisor to ensure a workplace free of any types of discrimination and identity-based violence.

Required Qualifications and Experience:

  • Bachelor’s degree in business administration (preferably with a major in Business Management), Development Studies, or related fields.
  • Minimum 5 years of relevant experience in entrepreneurship promotion, enterprise development, or self-employment support, including at least 2 years in the TVET or skills training sector.
  • Demonstrated experience in designing and delivering business development training and coaching services for youth.
  • Strong understanding of micro-enterprise ecosystems and market systems in rural and peri-urban settings.
  • Experience working with young entrepreneurs, women-led businesses, and marginalized communities is highly desirable.
  • Excellent facilitation, interpersonal, and stakeholder coordination skills.
  • Proficiency in data tracking, documentation, and reporting tools.
  • Fluency in Bangla and working knowledge of English.

Core Competencies and Skills

  • Demonstrated expertise in enterprise development, including business coaching, mentoring, and advisory services for youth and women-led micro and small enterprises.
  • Proven ability to design and deliver entrepreneurship and financial literacy training, covering business management, marketing, risk assessment, and customer service.
  • Experience in developing and managing local enterprise incubation programs, supporting startups during early business operations.
  • Competency in facilitating mentorship networks, connecting youth entrepreneurs with experienced business leaders, market actors, and relevant stakeholders.
  • Event management and stakeholder engagement expertise, including organizing entrepreneurship networks, job fairs, workshops, and showcasing youth-led success stories.
  • Competence in fostering linkages with financial institutions, MFIs, government programs, and market actors to enable access to capital and business development support.
  • Monitoring, documentation, and reporting skills, including maintaining enterprise profiles, tracking progress, collecting impact stories, and preparing periodic reports.
  • Knowledge of safeguarding, Child Protection, PSEA, and accountability standards, ensuring compliance in all enterprise development activities.
  • Proficiency in Microsoft Office suites, data management, reporting tools and MIS systems for tracking enterprise performance.
  • Fluency in Bangla (verbal and written) with working knowledge of English; ability to communicate effectively with beneficiaries and partners.

Monthly Consolidated Salary: BDT 21,667/-
