Flood-Affected People in Chakaria and Matamuhuri Upazilas Receive Support for Early Livelihood Recovery

The project “Monsoon Floods & Landslides July 2026 Chattogram, Bangladesh,” implemented by YPSA with support from CARE Bangladesh, aims to provide direct and indirect recovery assistance to approximately 5,000 people affected by floods and landslides in Chakaria and Matamuhuri Upazilas of Cox’s Bazar District. Women constitute 60 percent of the people targeted for assistance.

The initiative seeks to meet the immediate needs of at-risk families while strengthening their livelihoods, improving safe living conditions, and building resilience against future crises. This short-term intervention was designed in response to the needs of affected communities. Cox’s Bazar, in the Chattogram Division, experienced heavy monsoon rainfall from 5 to 12 July 2026, causing widespread flash floods, severe waterlogging, river overflows, and landslides, including in the Rohingya refugee camps. Heavy rainfall and runoff from upstream hills inundated ten upazilas in the district, leaving thousands of families stranded.

The post-flood situation remains critical, particularly in Chakaria and Matamuhuri Upazilas, where agriculture and fisheries are the primary sources of income. In addition to damaging homes and infrastructure, the floods destroyed croplands and fishery resources, severely affecting household income and food security.

To address the immediate humanitarian needs and support early recovery, the affected communities urgently require:

Multi-Purpose Cash Assistance:

Under this project, Young Power in Social Action (YPSA) successfully distributed cash assistance to 600 flood-affected families in Baraitoli, Demoshia, Konakhali, Purbo Bara Bheola, and Bheola Manikchar unions in Chakaria and Matamuhuri Upazilas. The distribution process complied with the assistance criteria and prioritized families with specific needs. Those present during the distribution included Mohammed Shahidull Islam, Deputy Director and Regional Head of YPSA, Cox’s Bazar; Mr. Mohammed Harun, Project Manager and Focal Person for YPSA–Cox’s Bazar; Mr. Ruhullah Khan Kamal, Project Officer; and other YPSA colleagues.

Integrated Household Assistance Kit:

Under this project, Young Power in Social Action (YPSA) successfully distributed Integrated Household Assistance Kits to 650 flood-affected families in five unions of Matamuhuri and Chakaria Upazilas. The distribution process complied with the assistance criteria and prioritized families whose latrines and bathrooms had been damaged or rendered unusable by floodwaters, as well as those who had lost hygiene supplies or lacked the financial means to purchase them.

Distribution of Vegetable Seeds:

Under the project, Young Power in Social Action (YPSA) has completed the distribution of vegetable seeds to 1,200 flood-affected families. This distribution process was carried out by adhering to established criteria and prioritizing families with special needs—specifically those whose homestead gardens or vegetable fields were destroyed by the floods and who rely on agriculture for food and income.

Door-to-Door Verification:

Door to door visit The YPSA project team visited households to verify the identities and eligibility of project beneficiaries. The team then prepared the beneficiary list after physically assessing the extent of the damage and applying the beneficiary selection criteria.

Project Inception Meetings and Coordination:

The project team organized five inception meetings at the upazila and union levels in Chakaria and Matamuhuri Upazilas, Cox’s Bazar. Mr. Shahen Deluar, the Honourable Upazila Nirbahi Officer (UNO) of Chakaria Upazila, chaired the meeting at the upazila level. Attendees included Mr. Mohammed Salehkuzzaman, Chairman of Baraitoli Union; the Upazila Project Implementation Officer; the Women’s Affairs Officer; the Agriculture Officer; the Chairman of Baraitoli Union Parishad; and local leaders. In his remarks, the UNO urged local people to participate actively in implementing the programme and to maintain neutrality in beneficiary selection and distribution.

Accountability and Grievance Redress:

Field facilitators visit foor to door The assistance criteria, complaint box, and hotline number were displayed at the distribution centre. YPSA’s FCRM (Feedback and Complaint Response Mechanism) system remained active, allowing errors or omissions in the beneficiary list to be corrected.

After the distributions, the project team collected beneficiaries’ opinions and received positive feedback. Some beneficiaries thanked YPSA and CARE Bangladesh, while others expressed their appreciation with smiles.

Conclusion: YPSA’s operational structure combines elements of functional and project-based approaches, enabling efficient decision-making, technical oversight, and responsive field implementation. The organization follows a field-led management model supported by technical and administrative teams. This model facilitated timely implementation, strengthened institutional continuity, and ensured the high-quality delivery of project activities in the flood-affected areas of Chakaria and Matamuhuri Upazilas in Cox’s Bazar District.
